Should the US vote to approve the request from the SG 554 Convenor to the WE-OMC for the creation of a new OD for Small Wind Turbine Certification?
As per the Glasgow meeting held on 2018-04-19 & 20 (see WE-OMC/282A/RM), it was noted that “it is the WE-OMC who has final authority to determine the priority, and/or need, for future ODs.”
Therefore, the SG 554 Convenor formally requests the WE-OMC Member Bodies’ approval to develop a new Operational Document under the responsibility of SG 554 as well as SG 551.
The purpose of the OD will be to define a Conformity Assessment Criteria (both testing and certification) for a small wind turbine.
The definition of a small wind turbine will be that the one currently given in IEC 61400-2: 2013, i.e.”a wind turbine whose rotor swept area is below 200m2”.
It should be noted that the intent of the OD will be to address both horizontal and vertical axis turbines, and those turbines of a novel architecture or design.
It is not currently intended to provide guidance for those turbines described as Medium – as per Annex M of IEC 61400-1: 2019, nor those turbines described as “distributed wind” or “Urbines” as these latter two have no technical description or basis within the IEC 61400 series of Standards.
