BACKGROUND

The IEC CAB requires that IECRE Members approve the 2021 IECRE Budget by correspondence before the end of March 2020 (as set for all Conformity Systems in 2007). However, given the need to allow adequate time for Member Bodies to review and consider the proposal, the due date will be extended by until 2020-04-17.

The Budget is based on the work output of WG006, the Executive Group, and Sector Working Group Chairs. Investment was made in establishing a system of tools and processes alongside preparation of the 2021 budget in order to: 1) standardize how IECRE budgets are calculated and developed, especially within the new Swiss GAAP model in use by the IEC, 2) prepare tools to track and compare results throughout the budget year and between years, and 3) establish a global budget perspective with respect to OD-001 and its most recent changes. New tools aggregate input from each sector rather than developing each sector’s projection and should help WG006 review proposed budget scenarios more efficiently. Each sector will be encouraged to continue using whatever tools are appropriate for its projections.

Due to these efforts and CAB deadlines, the IECRE Treasurer was unable to present the 2021 budget proposal to WG006 prior to circulation to the REMC as had been discussed during its 2019 meeting in Feldkirch. The IECRE Treasurer humbly requests pardon from WG006 members and commits to present 2022 budget proposal(s) using newly developed tools prior to the WG006 2020 meeting so that this situation does not arise again and the schedule that was agreed upon can be used moving forward.

This proposal depends on several revenue streams which, if this Budget is approved, will result in a balanced budget for 2021. These revenue streams are included in OD-001 changes that were developed by WG006 during its 2019 meeting in Feldkirch. IECRE Members are therefore encouraged to vote positively on its approval (REMC/427/DV) by 17th April 2020.

 

ACTION:

IECRE Member Bodies to endorse the proposed IECRE 2021 Budget and Dues by correspondence no later than 17th April 2020, for further approval by the CAB.

NOTE: USNC/IECRE ballots are to be submitted within 14 days to allow for resolution of any comments prior to the IEC deadline.
