Should the US vote to approve the DK Member Body proposal for “General discussion and decision about actions based on proposals”?
The Danish WE-OMC Chair was informed earlier this year by the IECRE Secretariat that, due to the WG 006 proposal regarding planned restructuring of the IECRE, the WE-OMC is no longer by the IECRE Secretariat expected to be an OMC at the next meeting in Chennai in 2020.
Instead it is expected to be a Sector Working Group (SWG). This means that the preparations for the WE-OMC meeting will be the responsibility of the chair/convener and not the secretariat. This to be implemented as per directly (from before summer 2018 and before a formal decision by the REMC regarding the restructuring proposal has been made).
The Danish MB is of the opinion that making decisions and taking actions based on a proposal and thus not yet subject to decision nor finally decided, is at best problematic and at worst it can decrease trust within the system as well as to the system.
Please note that this is a matter of principle – to be discussed more generally. From the start of IECRE there has been a strong focus from the member bodies to have a clear set of “rules” and a clear wish that we work by those rules. That should involve all actors in IECRE, from member body to stakeholder group to secretariat.
The REMC is requested to discuss the issue and decide on the principles involved and give guidance on how to handle future similar situations at the REMC meeting in Feldkirch.
NOTE: USNC/IECRE ballots are to be submitted within thirty days to allow for resolution of any comments prior to the IEC deadline.
