Description

BACKGROUND:
This document is submitted as a “Document for Voting” as we have understood we are too late with this proposal to have a discussion and decision at the upcoming REMC.

IECRE has experienced some financial difficulties which, amongst others, have resulted in a “shortfall notice” over the year 2018. As a consequence, a lot of the Member Bodies have worked hard to get to an improved budget. As a result of this work, we have managed to improve the budget for 2019, 2020 and beyond, as the budget exercise laid out the high-level budget 5 years into the future.

The Danish view on this is that the budget only provides the framework – financial management needs to be in place to ensure that the budget targets will be achieved and another shortfall notice can be avoided.

It is of grave concern to the Danish member body that WG006 has not had a meeting since the end of January 2019. Denmark (by way of WG006 members) requested such a meeting early July but this has not resulted in a meeting being planned until after the coming REMC meeting. Possibly there are a lot of activities ongoing regarding financial management of the system, but this is not visible to the member bodies.

Therefore we request the decision from the REMC Member Bodies, that upon written request for an REMC WG meeting of three (3) or more Member Bodies, the WG Convener must cause such a meeting to happen between 6 to 8 weeks after such a request. This can both be a teleconference or a face-to-face meeting depending on the request received. The Member Bodies can submit such a request to the IECRE Secretariat.

ACTION:
The REMC Member Bodies are requested to approve the following:

To make the decision as indicated below with regards to section 4.3 of IECRE02; the sentences are in bold type. This decision is effective immediately and will be added to the next revision of the IECRE 02.

4.3 Working Groups (WGs) The Sector OMCs are entitled to create WGs to handle specific assignments. Tasks assigned to the WGs have to clearly be described as Terms of Reference by the OMC. The duties of the WGs shall be carried out under the responsibility of the specific OMC.

WGs may make recommendations for approval by their Sector OMC related to their Terms of Reference and assigned tasks.

Member Bodies of the OMC may nominate WG members and Conveners.

The Convener of a WG is appointed by the OMC Chair in consultation with the OMC Vice-Chair and the IECRE Executive Secretary based on the nomination(s) received.

The Conveners of the WGs are required to issue reports to the Sector OMCs on all items assigned to them, including the status of completion.

Upon receiving a written request for a meeting of an REMC working group from three (3) or more Member Bodies, the WG Convener of that working group must cause such a meeting to happen between 6 to 8 weeks after the third such request has been received by the Secretariat, with the invite to be sent no later than one week after the third request has been received. The meeting can both be a teleconference or a face-to-face meeting depending on the requests received. The Member Bodies can submit such requests to the IECRE Secretariat.

NOTE: USNC/IECRE ballots are to be submitted within thirty days to allow for resolution of any comments prior to the IEC deadline.
