Description

Background:

At the 9th WE-OMC meeting held in Sanya, China on 2018-11-14/15, China made a proposal to have a 3rd option regarding Type Certificate fees in OD-001 as it relates to the option for the CHF 100 / commissioned turbine fee. The China proposal was accepted by the WE-OMC, and the REMC Chair approved to quickly send out a DV with this new lump sum option for REMC approval. You will find details below:

China proposed a second “lump sum” option which would also preclude the need for the RECB to pay the CHF 2000 per certificate fee as presently described in OD-001 clause 3.1. They proposed a lump sum option of CHF 30 000 which could be purchased by the OEM in lieu of the CHF 100 per commissioned turbine fee that is charged to the RECB. China also proposed that this CHF 30 000 lump sum would negate the requirement for RECBs to pay for certificates related to 3.4, 3.5 and 3.6.

Furthermore, it was noted that this new lump sum option could be beneficial in ensuring the system meets its 2019 revenue budget.

Decision 34/2018: The WE-OMC approved China’s proposal to add a third option to OD-001, clause 3.1: An annual “lump sum” payment from OEMs instead of a fee per commissioned turbine inclusive of certificates issued to that OEM. The “lump sum” amount per OEM is CHF 30 000 per year inclusive, without charging CHF 2 000 / certificate, CHF 100 per commissioned turbine and all fees specified in 3.4, 3.5 and 3.6 if applicable and if issued to the same OEM. This decision will be effective as of 2019-01-01. The Secretariat will update OD-001 and send it out for REMC approval with the REMC Chair’s approval.

 

Based on the above proposal and agreement of the REMC Chair, changes have been made to OD-001 which is now being submitted to the REMC Member Bodies as OD-001 Ed.5 for approval.

 

Also, a second revision includes a change to clause 3.7 which was previously approved in the 2019 Budget (REMC/247A/DV), pertaining to the lump sum test report fee invoiced to RETLs in 2019. Although this requirement was previously approved by the REMC, it was unintentionally omitted from the last revisions which included the outcomes from the 2019 budget discussions in Hamburg and resulted in the revision of OD-001, Edition 4.

Action:

 

The REMC Member Bodies to approve draft OD-001 Ed.5, effective immediately. Ballots are to be returned to the IECRE Secretariat ([email protected]) no later than

2019-01-03.

NOTE: USNC/IECRE ballots to be submitted within two weeks to allow for resolution of any comments prior to the IEC deadline.
