Should the US vote to approve the REMC Minutes and Decisions taken at the 5th REMC meeting in Sanya, China on 2018-11-12 & 13?
BACKGROUND:
At the 5th REMC meeting which took place in Sanya, China on 2018-11-12 & 13, only 7 out 15 IECRE Member Bodies were present, therefore, as a result of the lack of quorum, the REMC Minutes and Recommended Decisions are required to be circulated for REMC approval via correspondence, a quorum was not achieved, see clause 12.2 from IEC CA 01:
IEC CA 01, clause 12.2
For the purposes of CA System Committee meetings, the presence of half the number of the Voting Member Bodies shall constitute a quorum. If a quorum is not present at a meeting (or during an inquorate portion of the meeting) the meeting may continue but all decisions must be phrased as recommendations to be confirmed through voting by correspondence.
According to the document circulation deadlines in IEC CA 01, clause 7.5, Member Bodies have 8 weeks to provide comments after circulation of the Unconfirmed minutes.
Therefore, in accordance with IEC CA 01, clauses 7.5 & 12.2, the recommended decisions and minutes are now being submitted for approval to the REMC.
Member Bodies are provided with two options to vote. The first option is the approval of all recommended REMC decisions and the REMC Minutes taken at 5th meeting. The second option is to approve of the REMC Minutes of the 5th meeting and approve individual decisions. If option 1 is selected, do NOT fill in option 2 and if option 2 is selected, do NOT fill in option 1.
ACTION:
The REMC Member Bodies to approve the REMC Minutes & REMC recommended Decisions, to be effective immediately upon approval. Ballots are to be returned to the IECRE Secretariat (secretariat@iecre.org) no later than 2019-01-26.
NOTE: USNC/IECRE ballots to be submitted within two weeks to allow for resolution of any comments prior to the IEC deadline.
