Description

Background:

The need to promote the IECRE Conformity Assessment System is undeniable, and is an activity supported and directed by the IEC Conformity Assessment Board (CAB). Given the existing situation related to the funding of the System, it is imperative that the IECRE not be too constrained in the engagement of stakeholders and interested parties associated with renewable energy operations, internationally, and to be nimble enough to take advantage of promotional opportunities when they arise.
Therefore, it is requested that, in accordance with IEC CA 01, clause 8.11(see below), the REMC authorize and delegate to the Executive Secretary, in consultation with the Executive Group, the approval of the expenditure of funds for individual promotional activities to include, but not be limited to, Conference Fees, Travel&Living costs, peer-reviewed paper costs, and/or equivalent expenditure requirements. The decisions made by the Executive Secretary and the Executive Group will be reported to the REMC meeting, annually.
8.11 The Executive Group of the IEC CA System provides an advisory function and is empowered to make operational decisions between MC meetings, as delegated to them by the MC. They shall, in addition, carry out any other task(s) assigned to them by the MC. With the Chair’s agreement, members of the Executive Group may attend all meetings associated with the IEC CA System.
While the IECRE works further on the 2019 Budget issue (more info forthcoming), it is important that we continue with the promotion activities for which there are budgeted 2018 funds. WG 004 will continue its efforts to identify and prioritize promotional opportunities for which the IECRE may wish to apply against the 2018 Budget, as well as look forward toward 2019 and beyond. However, it is also important that these WG efforts don’t delay the engagement in opportunities which arise, previously unknown. Hence the request for REMC approval of allowing the delegation for making these decisions to the Executive Group.

Action:

REMC authorize and delegate to the Executive Secretary, in consultation with the Executive Group, the approval of the expenditure of funds for individual promotional activities to include, but not be limited to, Conference Fees, Travel&Living costs, peer-reviewed paper costs, and/or equivalent expenditure requirements.

Ballots are to be returned to the IECRE Secretariat ([email protected]) no later than 2018-05-06.

NOTE: USNC/IECRE ballots to be submitted within two weeks to allow for resolution of any comments prior to the IEC deadline.
