Description

BACKGROUND:

As per WE-OMC/198/DV sent out on 2017-07-04, WE-OMC Member Bodies were requested to vote and provide their comments on the proposed Extended Transition Plan by 2017-08-18. The WE-OMC Member Body approved the proposed Extended Transition Plan. The updated transition plan will be valid until end of August 2018 and is now being submitted to the REMC for approval.

The WE-OMC meeting in Golden agreed to an extension of the approved Transition Plan. This document is the requested update and will be referred to as the “Extended Transition Plan”. Only those stipulations from the previous approved Transition Plan that have not yet been included in the Rules of Procedure or an Operational Document are included in this Extended Transition Plan.

Decision 10/2017: The WE-OMC decided that the WE-OMC Chair, together with the SG Conveners, drafts an extension of the transition plan that only covers items that are not going to be completed prior to the end of the current transition plan. The updated transition plan will be valid until end of August 2018 and will be submitted to the WE-OMC for approval and subsequently to REMC.

Since IEC CA 01 and IECRE 01-S have replaced IECRE 01, the following applies:

IEC CA 01 clause 12.2
Voting by correspondence utilizes the following process:
a) documents requiring vote are circulated to the Member Bodies by the Secretariat with the approval of the Chair;
b) Member Bodies are provided 45 days (12 weeks for amendments to the Basic Rules and Rules of Procedure, see 12.4) for electronic open comment and dialogue along with Member Body vote
c) if substantive comments are received, Member Bodies are provided 30 additional days for review of comments, dialogue and submission of Member Body final vote.

ACTION:

IECRE Member Bodies to comment and vote on enclosed proposal no later than 2017-10-05.

NOTE: USNC/IECRE ballots to be submitted within two weeks to allow for resolution of any comments prior to the IEC deadline.
