BACKGROUND:
As per PV-OMC Decision 01/2017, taken at the sixth PV-OMC meeting held in Budapest, Hungary on 2017-06-21 & 22, the PV-OMC needs to approve the updated ToRs proposed for WG 401, WG 402 and WG 404, as well as the new ToR for WG 409, the OD assignment rationale and the OD assignment table:

The PV-OMC requested that the WGs review their Terms of Reference (ToR), based on the draft topology of OD ownership and provide to the Secretariat by 2017-07-31. Mr. Heinze will prepare an overview of OD assignment, explaining the reasoning behind assigning ODs to the WGs. Once available, the ToR, overview and topology will be sent out the PV-OMC for approval via correspondence. Once approved, the Secretariat will list the relevant ODs in the Terms of Reference of the various WGs in the website, as well as the rules & documents webpage for those ODs that have been published.

PV-OMC Member Bodies to take note of the voting requirements in IECRE 02, clause 4.1.4:
Each Member Body has one vote.
Comments received on any DV or DFA shall be responded to by the relevant WG, SG or TF.
All other voting requirements are as per IECRE 01.

Since IEC CA 01 and IECRE 01-S have replaced IECRE 01, the following applies:
IEC CA 01 clause 12.2
Voting by correspondence utilizes the following process:
a) documents requiring vote are circulated to the Member Bodies by the Secretariat with the approval of the Chair;
b) Member Bodies are provided 45 days (12 weeks for amendments to the Basic Rules and Rules of Procedure, see 12.4) for electronic open comment and dialogue along with Member Body vote
c) if substantive comments are received, Member Bodies are provided 30 additional days for review of comments, dialogue and submission of Member Body final vote.

ACTION:
PV-OMC Member Bodies to approve the updated ToRs proposed for WG 401, WG 402 and WG 404, the new ToR for WG 409, the OD assignment rationale and the OD assignment table.
PV-OMC Member Bodies are requested to vote on the approval no later than
2017-11-11.

NOTE: USNC/IECRE ballots to be submitted within two weeks to allow for resolution of any comments prior to the IEC deadline.
